Phil Milligan

”To say that the Rockwood School District has been good to the Milligan family is an understatement. I am so excited to give back to the district that has given me and my family so much.“Phil Milligan was sworn into the Rockwood Board of Education in 2024. He holds a BME from Southeast Missouri State University, an MS in Music Education from the University of Illinois at Urbana-Champaign, an MA in Educational Administration from Lindenwood University, and an EdS from the University of Missouri St. Louis. 

Phil taught band for 17 years, most recently at Lafayette High School. He spent 12 years as a middle school administrator in the Francis Howell and Mehlville school districts. He also teaches and supervises student teachers for Lindenwood and Missouri State. 

Phil and his wife Teresa, have lived in the Rockwood School District since1989. Teresa was a music teacher in Rockwood for 23 years. They have two daughters who graduated from Eureka High School and are now an administrator and teacher, respectively, for Special School District serving Rockwood.
