Title III

As defined by DESE, the purpose of the Title III English Learners and Immigrant Students program is to help English learning children, including immigrant children and youth, attain English language proficiency and meet the same challenging academic content and achievement standards that all children are expected to meet.

Eligible Schools

Nonpublic schools that are within the Rockwood School District boundaries are eligible for Title III services through Rockwood. Eligibility is based upon the school's address, not the address of any given student within the nonpublic school.

Eligible Services

ESOL Services, tutoring, are provided by highly qualified ESOL teachers after school hours at select elementary schools in the Rockwood School District.

Eligible Students

As defined by DESE, the term "English Learner", when used with respect to an individual, means an individual:

1. who is aged 3 through 21;
2. who is enrolled or preparing to enroll in an elementary school or secondary school;
3. who was not born in the United States or whose native language is a language other than English;
   1. 1. who is a Native American or Alaska Native, or a native resident of the outlying areas; and
      2. who comes from an environment where a language other than English has had a significant impact on the individual's level of English language proficiency; or
      3. who is migratory, whose native language is a language other than English, and who comes from an environment where a language other than English is dominant; and
      4. whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the individual:
         1. the ability to meet the State's proficient level of achievement on State assessments described in section 1111(b)(3);
         2. the ability to successfully achieve in classrooms where the language of instruction is English; or
         3. the opportunity to participate fully in society.

As defined by DESE, for purposes of this program, the term "immigrant children" are children:

1. who are ages 3 through 21
2. who were not born in any state in this country, and
3. who have not been attending schools in one or more states for less than three complete academic years.

As defined by DESE, the term "migratory child" means a child who is, or whose parent or spouse is, a migratory agricultural worker, including a migratory dairy worker, or a migratory fisher, and who, in the preceding 36 months, in order to obtain, or accompany such parent or spouse, in order to obtain, temporary or seasonal employment in agriculture or fishing work:

1. has moved from one school district to another;
2. in a State that is comprised of a single school district, has moved from one administrative area to another within such district; or
3. resides in a school district of more than 15,000 square miles, and migrates a distance of 20 miles or more to a temporary residence to engage in a fishing activity.
