DESE Releases Statewide Annual Performance Reports for 2021-2022 School Year

The Missouri Department of Elementary and Secondary Education (DESE) has released the statewide Annual Performance Reports (APRs) for the 2021-2022 school year. APRs demonstrate the progress districts are making toward meeting the Standards and Indicators in the sixth version of the Missouri School Improvement Program (MSIP 6).
The Rockwood School District scored 91.1 percent under this new state system of evaluation, which is in the top 6 percent of the 553 Missouri school districts that were evaluated. Only four districts in Missouri scored 95 percent or higher, compared to 320 districts in 2018, the last year the state issued the reports.
MSIP is the state’s system for reviewing and accrediting Missouri school districts. It outlines expectations for school practices and student outcomes, with the goal of each student graduating ready for success in college, career and life.

“The state APR acknowledges our areas of strength and progress while also highlighting areas that require improvement to enhance outcomes for students,” said Assistant Superintendent of Learning and Support Services Dr. Shelley WIllott. “This report includes data points that Rockwood routinely monitors and observes as part of our strategic plan. This report further confirms what we have gathered in our own internal data analysis. Through our school improvement plans, we are working to address each of these identified areas to provide more support for student growth.”
This is the pilot year for the new evaluation tool. As such, DESE shared in a press release that because MSIP 6 is a new system with different scoring, it is inaccurate to compare a school district’s 2022 APR score to previous years. Much like DESE has shared that Missouri Assessment Program (MAP) data should not be compared year-to-year when comprehensive changes have been made to the assessments since 2014. The accreditation/classification of school districts under MSIP 6 will begin in the 2023-2024 school year.
